About the Planning Process
The Wichita Parks, Recreation, and Open Space Plan (PROS Plan) is being developed to help guide the development, provision, maintenance, and funding of park, recreation and open space resources for the City of Wichita. The Wichita-Sedgwick County Metropolitan Area Planning Department, Wichita Park and Recreation Department, and Wichita Board of Park Commissioners have been working diligently since December to create a Wichita PROS planning process that will:

identify community PROS needs;

create a future vision;
-
develop strategies to implement the vision; and
-
be adopted by the Wichita City Council as an element of the Wichita-Sedgwick County Comprehensive Plan.
The PROS process will include many opportunities for public involvement, including but not limited to, an enhanced website, mail-out surveys, online surveys, focus groups, stakeholder interviews, public open house sessions, and a speaker series. Much of the information gathered through this process will help develop a community needs and resources assessment that will indicate what PROS needs of Wichita citizens and what resources are currently available.
In addition to providing an opportunity for Wichita citizens to get involved, the Wichita PROS planning process will also allow for better coordination with other area communities to ensure that we are providing public PROS resources as efficiently as possible. The Wichita Park Board and City staff are working with Visioneering Wichita to develop a process that communities within the region can utilize to share and coordinate their PROS planning efforts.
Currently, the provision of civic PROS resources are guided by the 1996 Wichita Parks and Pathways Plan, and the 1999 Wichita Park and Recreation Facilities Study. The Wichita PROS Plan will combine these efforts into one document that will address these important quality of life, infrastructure, health, and economic issues.
Technical Advisory Group (TAG) The TAG is made up of City staff and key agency stakeholders. The TAG provides reviews, technical advice, and input on plan directions.

Citizen Advisory Committee (CAC) The CAC is made up of Wichita citizens to provide citizen review and input throughout the project to ensure that the plan reflects the community’s values and priorities. The CAC makes the final decisions for the planning process and document.

Recreation Centers Subcommittee The Recreation Subcommittee is made of Wichita staff member representatives and representatives of area organizations that provide recreation resources in the Wichita area. The sub-committee works to refine the vision for recreation programs in Wichita, reviews components of the recreation program analysis and provides direction to the PROS Plan planning team. The members will also serve as representatives of staff, as well as ambassadors of the resulting recreation programming directions.

The Visioning Workshop is workshop to develop a long-term vision for the PROS Plan. The primary focus is to develop a preliminary strategic planning framework that functions as the Plan's organizing structure. The framework identifies the core values that form the basis for community facilities and strategies, a guiding vision statement, a mission statement, and primary strategies that will illustrate the major areas of action necessary to realize the vision. Workshop participants include members of the Technical Advisory Group, Citizen Advisory Committee, and other stakeholders.
