Sedgwick County Re-entry Program

Mission Statement

The mission of the Sedgwick County Re-entry Program (SgCRP) is to provide Kansas offenders the tools necessary to ensure a successful re-entry into the community.  We will accomplish this by identifying the criminogenic risk and the needs of high-risk offenders, and addressing them through a comprehensive release plan.  We will promote pro-social cognitive processes with program participants; improve opportunities for permanent and stable housing; improve opportunities for pre-release treatment and mental health assessment, post-release access to services; and improve rate of employment.

We strive to achieve this through effective networking with community resources, entities within the Kansas Department of Corrections and family involvement. 

Why the Sedgwick County Re-entry Program?

Each month an average of 490 adult offenders are released from Kansas Prisons.  They are often released back to the same streets where the crime they committed occurred.  Upon release they may have little or no money, no place to live, no job or ability to achieve sustained employment and no social support.  In addition, many labor under the burden of lifelong patterns of anti-social influences and thinking.  The result is that nearly 50% of those released return to prison within 6 months.  Through the SgCRP, we now have the opportunity to help make our communities safer by improving the offenders chances of successfully returning home.

What is the Sedgwick County Re-entry Program?

The SgCRP is administered by the Kansas Department of Corrections.  This program implements a comprehensive program to prepare and assist individuals transitioning back into the community.  This program is part of a statewide initiative to establish research-based, effective re-entry models and practices in institutions and communities all over the state.  It is modeled after national models and the Shawnee County Re-entry Program here in Kansas.  For more information please feel free to visit the Kansas Offender Risk Reduction and Reentry (KOR3P) information portal HERE.

 Letter from the Law Enforcement Liaison:

Hello,
          My name is Officer Douglas Mitchell, the Wichita Police Department law enforcement liaison for the SgCRP.
          The law enforcement liaison responsibilities include:  reviewing the status of each offender’s driver’s license record, warrants, child support and restitution owed, offender’s criminal history and working with victim services to ensure continued safety of previous victims after the offenders are released from prison. Other responsibilities are relating to the offenders, their families and the citizens of Wichita. One of the goals is to have each offender develop a detailed list of their debts so that he or she can begin paying them off as soon as they become employed.  Prior to release from prison, each offender learns what their release expectations are by meeting with law enforcement in a non-confrontational situation which also works to increase trust between the offenders and law enforcement.  This also gives the offender the chance to ask questions about their fines, warrants, employment, and any other concerns that they may have. 
          Once released from prison, law enforcement, case managers and parole officers monitor their law enforcement contacts in the community.  If a pattern of police contacts is observed, an intervention is conducted to prevent the offender from returning to prison.  This is one of the mechanisms in place that the re-entry team uses as a proactive approach to reducing recidivism.
          The safety and security of the entire community is the ultimate goal of the program.  Currently, 95% of the individuals who are incarcerated will be released at some point in their lives.  Upon release, they return to our neighborhoods to live and work.  The Sedgwick County Re-entry program helps individuals leaving prison to make a successful return to our neighborhoods.
