A message from your Community Policing Officer!
Hello to all 15 beat residents. This is a message from your community policing officer, Officer Charley D. Davidson #2101. In case you did not know three neighborhood associations fall within the 15 beat boundaries. The three neighborhood associations are LaPlacita, Orchard Park, and Orchard Breeze Neighborhood Associations. LaPlacita boundaries are East of West Street to Zoo Boulevard and Central North to Zoo Boulevard. Orchard Park boundaries are from Hoover East to West Street and Central North to Zoo Boulevard. Orchard Breeze boundaries are from Central South to Maple and from Hoover East to West Street. Additionally, 15 beat lies within three Wichita districts. District VI is from I-235 to the East and North of Central. District IV is East of I-235 and South of Central. District V is the area West of I-235. I have placed a map of 15 beat below so you can visually see the boundaries.
In this newsletter and future newsletters I will be giving information and events in reference to each neighborhood association. Also, you will be able to email or call me with questions, comments, or concerns. I can then post these questions, comments, or concerns as someone else in the neighborhood may have the same question or concern!

Stats based on 12/01/2009 to 01/19/2010

- All class one crimes have either stayed the same or increased/decreased minimally.
- There was an increase in auto thefts in area of Central and West Street at end of November into December. The last auto theft was reported on 1/3/10.
- Non Residential burglaries – 4 have occurred on 15 beat over December and January. They invovle clubs where force is used to gain entry into front doors and windows, and there are thefts from the game machines. Wichita Police Department Officers have made two arrests in reference to the burglaries. We will contuinue to monitor the crime trend.
Orchard Park Neighborhood Association
Stats based on 12/01/2009 to 01/18/2010

- All class one crimes have either stayed the same or decreased since last reported (Larcenies down by 6 cases) except for Non Residential Burglaries which increased by two cases with a total of two cases.
- 7 larcenies were reported. No crime trend was noted with the seven larcenies.
- Non Residential burglaries – 4 have occurred on 15 beat over December and January. They invovle clubs where force is used to gain entry into front doors and windows, and there are thefts from the game machines. Wichita Police Department Officers have made two arrests in reference to the burglaries. We will contuinue to monitor the crime trend.
- There was an increase in auto thefts in area of Central and West Street at end of November into December. We did not have any auto thefts reported in the Orchard Park area this last month.

Traffic engineering placed traffic hoses on 9th street just east of Clara. The hoses were out from Tuesday November 24th at 0900 to Monday November 30th at 0900 hours. The area is a non posted 30 mile per hour zone. The hoses data showed the following:
There were 6,087 vehicles that traveled through the area over the six days which would be an average of 1,014.5 cars/day.
The maximum speed recorded was 60.4 mph, the minimum speed recorded was 7.5 mph, and the average speed was 30.6 mph.
85% of the vehicles were traveling between 0 and 35 mph.
98% of the vehicles were traveling between 0 and 38.3 mph.
2,362 cars were traveling between 30 and 35 mph.
868 cars were traveling between 35 and 40 mph.
144 cars were traveling between 40 and 45 mph.
19 cars were traveling between 45 and 50 mph.
3 cars were traveling between 50 and 55 mph.
1 car was traveling between 60 and 65 mph.

Stats based on 12/01/2009 to 01/06/2010

- All class one crimes have either stayed the same or increased/decreased minimally.
- There was an increase in auto thefts in area of Central and West Street at end of November into December. However the last auto theft was reported on 1/3/10.
- 6 larcenies to vheicles have occurred in thea areas of 1st/Anns; 3rd/Baehr. Entry was made via forcing entry into the car, some of the vehicles were unlocked vehicles. Please be aware of suspicious activity.
- Non Residential burglaries – 4 have occurred on 15 beat over December and January. They invovle clubs where force is used to gain entry into front doors and windows, and there are thefts from the game machines. Wichita Police Department Officers have made two arrests in reference to the burglaries. We will contuinue to monitor the crime trend.
- 3 burglaries were also reported. 2 out of the 3 cases the suspects were identified and charged with the burglaries. Of the 1 remaining cases force was used to gain entry into the home. Please watch out for your neighbors and if you see any suspicious activity call 911 immediately.

The Community Policing Philosophy
Community Policing is a philosophy and an organizational strategy that promotes partnership between law enforcement and citizens of Wichita. It is based on the premise that Police and the Community must work together to identify, prioritize, and solve crime, the fear of crime, social and physical disorder, and neighborhood decay.
What do Community Police Officers do?
Beat Coordinators are fully commissioned Wichita Police Officers who are assigned to individual beats. The coordinators’ purpose is to facilitate the beat team response to address issues that effect life quality and crime on their beat and coordinate activities to solve problems using other resources at their disposal. Beat coordinators are responsible for:
1. Health code violations and animal complaints
2. Special assignments such as warrant sweeps, moral violations and other projects
3. Neighborhood clean-ups
4. Organizing sponsors, donations, food and security for neighborhood association projects
5. Follow-up on police cases for detectives
6. Large scale community projects involving other beat coordinators
7. Organizing resources within the community
8. Attend community meetings such as Neighborhood Associations and District Advisory Boards
