Wichita City Manager George Kolb announced today that he has appointed Sarah Gilbert as Human Resources Director. Gilbert has worked for the city for 30 years and has been filling the HR position on an interim basis since November 2006.
Gilbert is a life-long resident of Kansas, with an undergraduate degree in sociology and a graduate degree in public administration from Wichita State University. Her previous work experience includes the City’s Career Development Office, managing employment programs for the area’s unemployed.
“Sarah has demonstrated that she is a strong and innovative leader,” Kolb said. “She has many strong qualities, including attention to detail, a willingness to effectuate change and dedication to public service. I’m confident she will take the department to another performance level, resulting in an improved skill set for all employees.”
As HR Director, Gilbert will manage a staff of 18, provide employment support for 3,300 employees, direct employee recruitment and retention efforts, oversee job classification, administer employee payroll and benefits, direct learning and development, investigate employee complaints and grievances and review and create policy guidelines. Her annual salary will be $103,092.
Gilbert succeeds Carole Ochs, who resigned in November. City officials conducted a nationwide search for her successor.
