Community Services Block Grant
The Housing & Community Services Department administers federal funds including the Community Services Block Grant.
Funding helps people overcome the effects of poverty in Wichita and Sedgwick County.
Homeownership is the American dream, and the Housing & Community Services Department helps Wichitans realize that dream through the HOME 80 program.
Public Housing in Wichita includes scattered site single-family homes, two high-rise buildings for seniors, and two garden apartment complexes – for a total inventory of 578 units of safe, affordable housing.
Housing Choice Voucher
The Housing Choice Voucher program provides rent assistance to eligible families, who are able to select the home or apartment which meets their family’s needs, anywhere in the city limits.
The Housing First program works with City and County agencies to provide rent assistance to move homeless persons from the street into permanent housing.

The department is often in danger of non-compliance to the timeliness standard test set by the U.S. Department of Housing and Urban Development (HUD). An unsolicited proposal policy is, therefore, needed to ensure the department’s compliance. Having this policy will increase entitlement grant spending prior to the yearly dilemma of being non-compliant.
Unsolicited Proposal Policy
Staff in the Housing & Community Services Department completed a Comprehensive Housing Policy to help shape and guide future decisions which may impact on the quality of life with respect to housing. The policy references housing affordability and availability, as well as neighborhood stability and resources needed to implement strategies which are recommended. The City plans to discuss elements of the policy in upcoming workshops.
